Which of the following most accurately describes the problem?

• The National Dock Labour Board has granted a permit to Always Transport, the haulage and warehousing subsidiary of J. Always (Holdings) Ltd, to employ registered dock labour on container stuffing at its new depot in Worsley, Manchester. The company, which is the first to be granted such a permit in the Manchester area, has employed dock registered labour at its two London depots for some time.

Mr J. Alway, managing director, told CM that the company's initial application to the Manchester Dock Labour Board was turned down in May this year. But following talks with the National Dock Labour Board, the company was granted a permit with effect from September 17. However, the Manchester Dock Labour Board has made the provisos that (a) no registered dock worker in the Salford or Ellesmere Port areas will be allowed to transfer permanently from one registered employer to another and; (b) that the company would not be able to recruit any persons from the local areas into the registered scheme until the National Docks Board has opened a national register.

Mr Alway went on to say that the firm, which stuffs containers bound for the west and east coasts of the USA, hoped initially to employ a small registered labour force of about four or five men at the Manchester depot. As between 20 and 25 containers a week were stuffed there it was thought that this number would be increased in the future.
