• A solicitor alleged at a public inquiry in Durham on Monday that a small haulage firm had "canvassed" work away from other hauliers.

Mr. T. H. Campbell Wardlaw, representing seven north-east firms, was objecting to an application by R. Smith and Sons, of Sunderland, for a B licence for two 4-ton vehicles to operate within 250 miles of base.

Mr. Frank Greenshields, for Mr. R. Smith, said that he had worked in the haulage business nearly all his life and in March of this year started his 0Wri business. The application, he said, was for light removals of paper, parcels and confectionery.

Mr. Smith had been operating two 30cwt vans, doing a great deal of work for Park Row Transport Ltd, and making deliveries over a wide area, he said. It was proposed that the 4-ton vehicles would replace the vans. This would enable more work to be done. and at the same time cut costs.

Mr. Wardlaw said this applicant had been canvassing work from other operators and had taken work from one of them. He said that if a licence were granted it should expire on February 27. Mr. Smith was, he sacl, late in the day to make such application but the objection would be withdrawn if a short-term licence were granted expiring on February 27. It would then be up to the RHA and not his clients to decide whether or not to oppose an application for an operator's licence when the

new regulation came into force next year. . Mr. David Pattison, representing BRS Parcels Ltd., said that he was in agreement with Mr. Wardlaw.

M. Hanlon granted a licence for one vehicle limited to 12 months. He warned Mr. Smith that he was unlikely to get an operator's licence unless he was able to satisfy.the LA that his transport maintenance arrangements were improved.
