Which of the following most accurately describes the problem?

• A continuous survey of the road transport of goods in Great Britain is to be undertaken by the Directorate of Statistics of the Ministry of Transport. There will be a month's trial in December and the full survey will start in the New Year.

The Ministry says that although its major surveys of road goods transport in 1952, 1958, 1962 and 1967/68 gave detailed information about freight movements for those particular periods, no good information is made available about changes taking place in years between such surveys. The proposed continuous survey will help the Ministry to fill this information gap.

Compared with the 45,000 vehicles covered by the major surveys made at about five-year intervals, the continuous survey will cover 9,000 vehicles. Operators, selected at random, will receive a questionnaire asking for detailed information about vehicles, journeys, tonnage, commodities carried, pick-ups and drops, and empty and laden mileage.
