past decade according to the 1986 National Road Maintenance Condition Survey (NRMCS), published this week.
Road conditions have declined most on urban main roads and rural unclassified roads, both of which are described as "significantly worse" than in 1977.
British Road Federation director Peter Witt says: "Every category of road is in a worse condition than when this Government came to office." Witt wants a 10% increase in trunk road maintenance and a 30% increase in local road maintenance to get road conditions back up to 1977 standards.
NRMCS covers all road and pavement classes except motorways and concrete-surfaced roads.
