Which of the following most accurately describes the problem?

• The Freight Transport Association has drawn up a set of conditions of carriage, to be published in about a month, which will be available to nonmembers and members.

A working party including FTA staff and members drafted the "model conditions" over the past 18 months, and they are now awaiting Office of Fair Trading approval. The initiative was taken in response to requests from members, says the association's assistant company secretary Adrian Wilson.

The Road Haulage Association, which published its own conditions of carriage for members in 1982, says it has no objections: "Imitation is the sincerest form of flattery," said a spokesman.
