Which of the following most accurately describes the problem?

• Junior Transport Minister Peter Bottomley is to take on responsibility for tolled estuarine crossings, Transport Secretary John Moore has announced.

Bottomley, who will keep his duties covering motorways, trunk roads, road freight, vehicle testing and road safety, will lose responsibility for the East London River Crossing and the A3 Milford by-pass in Surrey — the former is in his constituency and the latter is in his wife Virginia's constituency.
