Which of the following most accurately describes the problem?

I N 1962 there were 387 candidates for the Royal Society of Arts road transport examinations, a rise compared with 1961 (341) and 1960 (362) but still well below previous years. This is revealed in the annual report of the National Co:ninittee on Road Transport Education. The number of drivers, conductors and engineering staff taking the examinations fell sharply but clerks and inspectors showed greater interest.

The plans for rearranging the diploma course have now been completed. It has

been shortened from three years to two, the diploma standard will be passes in five subjects, one of which must be road transport operation (goods) II or (passenger) IL or road transport accounts. the full syllabus being: road transport operation (passenger) I and It, and operation (goods) I and 11; communication and report writing; road transport records; road transport accounts; elements of road transport engineering; and economics applied to road transport.
