Which of the following most accurately describes the problem?

• The FTA's protest at the AA's claims that 10 per cent of all lorries are overloaded has been answered this week in a letter from the AA director-general, Mr Alec Dune, to Mr H. R. Featherstone, director of the FTA. A letter to answer the Drive article would be considered by the magazine's editor, says Mr Dune.

In his reply to the FTA's statement last week, which described the article as "unwarranted and irresponsible", Mr Dune points out that the overloading figure of 10 per cent was taken from the Nottingham records and, by comparison with other figures, may seem conservative. The 1970 /71 report of the Institute of Weig and Measures Administration states ti nearly one-fifth of all vehicles inspec were overloaded, while in Derbyshire annual report of the Chief Inspector Weights and Measures states that one every three lorries checked was found to overweight.

Mr Dune also draws attention to what describes as the "industry's magazi Headlight" report that a great many hoi and records offences and overloading ea: were detected in a "blitz" at NeWhal, Harbour when half of about 20 vehic stopped were found to be overweight.
