Which of the following most accurately describes the problem?

ALTHOUGH the article "Rail to the Help of Road?" was published over my name, I did make it clear that the views were those of senior members of the Davies and Metcalfe Co. I would, therefore, not wish to take issue with the controversial comments by Mr. D. H. Ballard, of Clayton Dewandre, published last week, but I would like to make the following observations: The views of a company with the experience that Davies and Metcalfe have gained in the design and production of braking equipment merit careful consideration and if "latitude" is related to production cost, which would be the normal assumption, surely Clayton Dewandre could exploit greater latitude to the benefit of the user? Mr. Ballard's claim that the railways would gain from the adoption of the techniques of the manufacturers of road braking equipment is probably valid; a two-way traffic in ideas should offer even greater rewards.
