Which of the following most accurately describes the problem?

ccr MUST grant it, but it is a pity that the

-Ilast increase was wiped out by a drop in passengers", said Mr. J_ A. T. Hanlon, chairman of the Northern Traffic Commissioners, when allowing an application for higher fares by Ribble Motor Services Ltd, in Carlisle last week.

This was the company's second increase in eight months and Mr. F. Walker, for Ribble, said that since the previous increase—designed to bring in an extra f210,000 a year there had been a 6 per cent drop in passengers, while they were now facing a rise of £288,000 in costs this year.

Ribble applied for increases on all services throughout Cumberland, Westmorland and the Furness district of Lancashire. They applied to raise the fares on a mileage basis (with increases varying from Id. to 3d. on single fares) on three separate scales: city, urban and rural. The city scale applies only to Carlisle and Kendal, while the rural scale is a new one designed to cut a £140,000 deficit on rural journeys.

Eight local authorities were listed as objecting, but only four were represented at the hearing.
