Which of the following most accurately describes the problem?

Atakeover of London Transport by the GLC is to be urged on the London Labour Party at its Annual Conference in March. Among resolutions submitted is one from Acton Labour Party urging the transfer of the service to the Council as part of Labour's national co-ordination plan.

Another resolution from Southall district of the AEU refers to "ever worsening" transport services in the capital and asks for the GLC to take steps to bring London Transport "under complete control of the elected representatives of the people of London".

Transport issues will hang heavily over the Conference. Several resolutions have been sent in voicing concern about overnight parking of goods vehicles in the streets of London.
