Which of the following most accurately describes the problem?

THE Pye-Securicor HELP scheme, launched last November, will commence full operation from April 6, said Sir Richard Jackson, vice-chairman of Securicor Ltd., on Wednesday. In recent months radio installations have been arranged with Gallaher Ltd., Air Products Ltd., and a number of road transport companies including Higgs Transport and PlackettsTransport.

Particular interest in the scheme is being shown by chain stores, gas container suppliers, heavy recovery organizations, electrical and engineering manufacturers and all concerned with the transit of products vulnerable to theft and pilferage.
