Which of the following most accurately describes the problem?

• A one-day conference on the Transport Act is to be held by the Scottish Division of the Freight Transport Association in Edinburgh on April 25.

Papers will cover operators licensing; transport managers' licensing; drivers' hours tachographs and productivity; and a summary of the Act. The speakers will include senior Ministry of Transport officials; a major Scot tish own-account vehicle operator; Mr. D. H. Joyce, chairman of the Joint Transport Manager's Licence Committee and Mr. H. R. Featherstone, the Association's director.

The conference fee of £7 will cover morning coffee, lunch and tea as well as copies of all the papers. This is the first conference of any sort to be held by the Association in Scotland.

Over 1,200 bookings have already been received for similar one-day conferences on the Transport Act which are being held by the Association in London and Manchester during March.
