Which of the following most accurately describes the problem?

I T was deliberate that the Government had not asked for a report on transport as a whole, said Lord Chesham, joint Parliamentary Secretary to the Ministry of Transport, in the Lords on Wednesday. But following the series of reports on transport, the Government had a better grasp of the basic elements than any other Government before.

Speaking during a debate on transport problems, Lord Chesham said that the co-ordination of the various branches of transport was something that the Government had to achieve not by some single act or inquiry, but by a determined and progressive application of its policies.

Lord Morrison of Lambeth, who opened the debate, complained there had been no attempts at a reconciliation between the reports on the roads and the railways.
