Which of the following most accurately describes the problem?

2 orries travelling through West Sussex villages may be forgiven for thinking there's a paint spillage ahead when they encounter a red band across the road. In fact it's an innovation by the local authority to give drivers additional warning when they hit lower speed limit areas. The bands are situated just before speed limit signs.

They are also being placed on the approach to school crossings, dangerous bends and junctions as well as main roads passing through villages. West Sussex is believed to be the first county to have adopted this additional warning to drivers. One of those occasions when there's no harm in seeing red.
