Which of the following most accurately describes the problem?

LORRIES over 3.5 tonnes gvw will be confined to 400 specified overnight parking places in urban Greater Manchester from mid-May.

As part of an exercise to deter drivers from parking vehicles near their homes, lorries will be banned from residential areas of central Bury, Manchester, Oldham, Salford, Tameside and Trafford from 7pm to 7am on Mondays to Saturdays and all day Sunday from May 14.

Instead, they must use 400 parking bays provided on 90 sites away from housing, or park in Trafford Industrial Park.

The measure, which is being supported by the police, is aimed at stopping drivers from taking their vehicles home and causing a disturbance when they leave early in the morning.

It has brought a qualified approval from both the Freight Transport Association and the Road Haulage Association, which acknowledge the council's provision of alternative parking places.

But they are unhappy that no account has been taken of visiting drivers' need to park their vehicles near their overnight accommodation.
