Which of the following most accurately describes the problem?

CO-OPERATION quotas agreed with the West German Government are to be extended to include unaccompanied trailers and semitrailers — and the permits are transferable to complete vehicles.

This will mean that two permits are now available to an operator for each unaccompanied trailer which is either carried by train from a North Sea port in Belgium or the Netherlands or to Munich or beyond, to Hamburg, Bremen, Neu-Ulm, Basle or beyond.

The alternative is for a trailer or semi-trailer to be hauled from a North Sea port in Belgium or the Netherlands by a German haulier to the road/rail terminal at Cologne and carried by train to Munich or beyond.

One permit will be available to an operator for each trailer hauled by a German operator provided that the port lies, on the normal route.

This will cover journeys from ports on the Belgian or Dutch coasts to NordrheimWestfalen, Rheinland-Pfalz, Saarland or Hessen.

And operators who have already made such journeys this year are entitled to permits if they can provide evidence of the journey.
