Which of the following most accurately describes the problem?

THE Institute of Road Transport Engineers was urged last week to support new moves for engineers' professional representation. Speaking at the Institute's annual "at home" in London, past president Mr G. E. Liardet said the Engineers Registration Board had been a failure because it did not truly represent the engineering profession; now leading members of the chartered institutes had proposed a new body, and he hoped IRTE would back it.

The new body would be truly representative, and its supporters had suggested that engineers,ā€˛should be grouped by their occupational activities. Mr Liardet suggested that this would enable IRTE to head the group of those engineers and technicians involved in transport.
