Which of the following most accurately describes the problem?

FOR the first time for 17 years New York City bus services have shown a profit. The amount is £2,470, compared with last year's deficit of £1.46m. and £2m. the year before.

This has not come about because of increased revenue—passengers have decreased by I per cent.—but through improved maintenance, reduced staff and more thorough training of supervisedrs and maintenance staff. Only the Brooklyn and Manhattan services made a profit, hut this was sufficient to outweigh the losses on others.
