A STEEL-CARRYING truck impounded in August for running without a licence was returned to a company that stopped trading in January because the new owner had not paid for the truck. Welsh Deputy Traffic Commissioner Alan Bourlet ruled in favour of Cardiff-based Foresthead Transport, which sought the return of the vehicle.

Traffic examiner Philip Jones said the vehicle had been spotted in Newport and he had told the driver. Justin Hobbs, that if it was being used without an 0-licence it was likely to be impounded. In August the vehicle was seen leaving the Corus Steelworks towing a Carline trailer. Traffic examiner David Rees said invoices showed that the vehicle was going from Lllanwern to Telford with steel coils. Hobbs had sax that he was renting the vehicle from Foresthead foi a few months. He was aware he needed an 0-licenc( but had not applied for one.

When the vehicle was impounded on 20 August it; fuel tank was found to contain red diesel. For Forest head, it was said that the vehicle had been sold tc lobbs in June. hut the ownership remained with till( company until it had been paid for.

Returning the vehicle. the DTC said he was satis lied that Foresthead was the lawful owner until sucl time as the debt was discharged and he believe( the company was unaware that it was being use without a licence.
