Trailers—which carry all the testing equipment—are far cheaper to buy and run than vans, explains Customs's spokesman Mark Powell. "The vans are great, but they are inflexible and need a crew of three. The trailers are lightweight, can be towed by a car and are much cheaper to buy than a van."

Customs now has 50 trailers on the road which have released its vans to concentrate on large-scale commercial misuse such as filling stations selling illegal diesel, added Powell.

"We are testing many more vehicles and are putting much more effort into this."
