Which of the following most accurately describes the problem?

Changes from 11 April 2007:

• The 45 consecutive hours of weekly rest can be reduced to 24 hours at base or away from base. A rest stretching over two weeks may be counted in either week, but not both.

• The 45-minute break after 4.5 hours of driving remains but it can no longer be distributed as three breaks of 15 minutes over that period. Instead, it can be broken down into one of 15 minutes and one of 30 minutes.

• A number of exemptions-for example in breakdown operations will be altered or removed.

• Consignor liability will be introduced in relation to drivers' hours offences.
