Which of the following most accurately describes the problem?

for disabled

• A circular setting out the access facilities for disabled people which should be provided an public transport will be sent soon to operators and manufacturers by the Environment Department.

Announcing this in the Commons last week, Mr John Peyton, the Minister for Transport Industries, resisted a suggestion that Central Government grants should go only to those new public transport systems accessible to the handicapped.

Such a general rule would not be practicable, he said.

He noted that the Transport and Road Research Laboratory was supervising a preliminary study into the problems experienced by the elderly and disabled when boarding and alighting from buses, with a view to relevant improvements in bus design. No conclusions had yet been reached.
