A WASTE haulier has been fined £10,000 with £5,000 costs for dumping and treating waste on land without a waste management licence.
Christopher Ian Collins, director of Hampshire-based J&W Waste Management, was found guilty of two charges under the Environmental Protection Act.
Lyndhurst magistrates heard that in March and Apri12003 a witness took a video of demolition waste being tipped from the back of a J&W truck on a site at East Wellow, Hampshire. It appeared that soil was being used as an attempt to disguise the nature of the load. J&W Waste Management does not possess a licence for this site and it was only permitted to import topsoil.
Environment Agency Officers visited the site in March but only found freshly deposited soil. Officers monitored the site and saw demolition waste being deposited. Collins was seen on the site while illegal waste was being tipped.
Senior environment officer John Elliot says:"It is essential that anyone involved with carrying or managing waste has a valid licence. This enables us to set conditions to ensure pollutants are minimised."
