Which of the following most accurately describes the problem?

FIFTY-FOUR EEC permits have become available to UK hauliers.

The Department of Transport announced this week that the extra permits would be allocated to operators who are prepared to surrender French and/or West German general quota permits from their allocations.

The EEC permits will go _to those operators offering the largest number of bilateral permits in exchange. The Department reserves the right to limit the number of EEC permits available under these arrangements.

They are prepared to accept bids up until February 17 and the envelopes will be opened on February 20. .

Successful applicants will be issued with the permits on a receipt of the normal fee of £95. In the event of a tie the decision of the Department will be final. Permits surrendered will be returned to the pool of general quota permits already available to the industry.

The Department says that the subsequent distribution will conform to the normal allocation policy.

This is taken to mean they will be allocated only to those operators already receiving an allocation from the general quota and will not be available to new applicants.
