• EU Social Affairs Commissioner Padraig Flynn could block Neil Kinnock's plan for a pan-European 48-hour limit on drivers' working weeks.

Flynn's spokeswoman says the Commissioner does not intend to table a radical proposal which would face immediate hostility, in particular from the United Kingdom.

She adds: "Neil Kinnock's support is not enough to overcome the foreseeable opposition. We do not want this to be looked at as yet another regulation imposed by Brussels."
