Which of the following most accurately describes the problem?

HIGHLY controversial resolutions are to be discussed at the first session of this year's Road Haulage Association Conference on Tuesday, October 12 at Blackpool, while sessions on Tuesday afternoon and on the following morning will be devoted to productivity, and to licensing in the light of the Geddes Committee report, included in the resolutions are requests for an amendment of GV9 procedure, the imposition of a 50 m.p.h. speed limit on commercial vehicles on motorways and the compulsory fitting of time and speed recorders in lorries.

The first resolution on the agenda will be proposed by Mr. E. Willmott, Willmott's Motors (Howden) Ltd., from the Yorkshire (Hull) area and the seconder will be Mr. G. D. James. of Wrekin Roadways Ltd., from the West Midland area. It reads as follows:— That in view of misunderstandings by the public of the results of roadside checks on the condition of road goods vehicles, the present system should be amended so that prohibition notices are issued in respect only of vehicles with serious defects, that an operator of a vehicle which has some defect but is not unsafe receives a "defect notice " : and that the published results of roadside checks are grouped according to goods vehicle licence categories and indicate the type of defect involved.

The second resolution is to be put forward by Mr. J. S. Wright, General

Carriers (Wolverhampton) Ltd., and supported by Mr. D. R. Miers of Miers Transport Ltd., both these representa tives being from the West Midland area.

The resolution states:— That a speed limit of 50 mph. should be imposed on commercial vehicles on motorways and that such vehicles should be forbidden to use the third lane except in emergency.

New training schemes are proposed in the third resolution, by Mr. A. McFarlin, of Carrall Transport Ltd. (Metropolitan and SE area). the seconder being Mr. W.

McMillan of James Hemphill Ltd., from

the Scottish area; this resolution reads:— Thai in view of the need to safeguard the future of the road haulage industry the Association should set up a committee to consider the desirability and practicability of sponsoring an executive and technical training scheme.

The fourth and last resolution to be put before the Conference is to be proposed by Mr. M. R. Wynn of Robert Wynn and Sons Ltd. (from Smith Wales area) and seconded by Mr. C. C. Nelson of J. Nelson and Sons (Port Talbot) Ltd.. from the same area. It reads:— That this Conference requests the Association to urge Her Majesty's Government, in the interests of productivity and road safety, to make ,the fitting of speed and time recorders in commercial road vehicles corn pulsory.

The first subject for discussion, on the afternoon following the resolutions session, will be productivity in road transport, with particular reference to the Prices and Incomes Board report on road haulage rates. Next morning road haulage licensing will be the subject— with the conclusions of the Geddes committee very much to the fore.

The conference banquet and ball will be held on the Wednesday evening, October 13.
