Which of the following most accurately describes the problem?

Milnethorpe Transport has been granted authority to transfer vehicles from its Carnforth operating centre, to meet increased demand from customers in the Kendal area, without any environmental conditions being imposed on its licence.

The company had applied to North Western Deputy Licensing Authority Kenneth Birchail to add 15 vehicles and 35 trailers to the five vehicles and 10 trailers already authorised at Kendal.

The application provoked a petition from the Mintsfeet Road Action Group, which had expressed concern about the amount of traffic that would be using IVfinfsfeet Road.

For the company, John Backhouse said the road was already heavily used by traffic as it served an industrial estate. The representors had not expressed any concern about the use of the operating centre as such, he said.

The DLA granted the application without restriction.
