A WEST Midlands haulage company could be refused a full operator's licence because its managing director is no longer of good repute, a Licensing Authority said last week.

West Midland LA Ronald Jackson said this when he granted an interim licence for five vehicles and two trailers to Devonair Transport, trading as PK Transport Services of Brierley Hill.

He said an application for a substantive licence by the company would have been refused because its managing director, Ken James, was no longer of good repute.

This was made clear after it had been admitted at a Birmingham public inquiry that the company had been operating for over 12 months without a licence.

For the company, Michael Carless said that last April Ken James Transport had gone into liquidation. In February 1984 Mr James's son, Philip, had applied for a licence, trading as PK Transport Services.

Although they were informed that the licence would be granted very shortly, the application was not listed for public inquiry until March of this year (CM, April 6).

The company had been formed in the meantime, and operation started in anticipation of the licence being granted.

A substantive licence application had now been made by the company and it wanted an interim licence to regularise the position pending an outcome of that application.

In evidence, Mr James said that the company had not set Out to operate illegally.

When the substantive licence application fell to be considered Mr Jackson said he would require to know whether Mr James was of good repute at that time or whether he had taken steps to regain his repute.
