Which of the following most accurately describes the problem?

THE HIGH Court has agreed to the Greater London Council's request for a court battle with Transport Secretary Nicholas Ridley over the GLC's wish to introduce a lorry ban.

The hearing will probably take place in late May, or June. And if the GLC is successful, the night and weekend ban on lorries over 16.5 tonnes will be brought in by late summer.

The GLC was granted a High Court hearing by Mr Justice Nolan last week. He also allowed the GLC's request for the hearing to be speeded up — otherwise the case would not have been heard until October.

The court battle will centre around the GLC arguing that Mr Ridley exceeded his powers in moving to block the ban, while Mr Ridley will assert that his action was necessary to ensure that the GLC carried out its duty of preserving the free movement of goods traffic.
