Which of the following most accurately describes the problem?

• The Labour Party could reform drivers' hours regulations if a motion at next week's annual conference in Blackpool is approved. Among a number of motions put forward for discussion at the transport debate on 2 October is a Transport & General Workers Union call for reform and greater enforcement of the hours regulations. It also calls on a future Labour Government to conduct "a comprehensive review of Britain's transport needs with a view to creating an integrated transport network" to include the movement of freight. In theory motions carried at the conference become party policy. Although only a few go before the party membership for debate, it is thought that the T&G's block vote will ensure its discussion.
