Which of the following most accurately describes the problem?

• Eastern Counties Omnibus has had a severe warning after failing to deregister three bus services it no longer operates.

At a Cambridge public inquiry, Eastern Traffic Commissioner Brigadier Compton Boyd said he had considered banning the company from operating local services, and confiscating 20% of the fuel duty rebate grant it received in the last quarter.

He was told that the Ipswich depot manager had forgotten to deregister the services: one had never operated because the company had failed to obtain permission from Safeways to run into its Felixstowe store, and the other two had not run since December after the county council discontinued subsidies.

Evidence given by traffic examiners about some journeys that did not operate at the scheduled times was challenged by Eastern Counties; Boyd gave the bus operator the benefit of the doubt.

Brigadier Boyd said that Eastern Counties was guilty of sloppy administration.
