Which of the following most accurately describes the problem?

• The Greater London Authority has promised to work closely with the freight industry to address concerns over congestion charging. London Mayor Ken Livingstone has already hinted that he is ruling out a £15 charge for HCVs—but he is unlikely to exempt goods vehicles from the scheme.

Speaking last week at a conference on Delivering a Better Transport System for London, Derek Turner, director of street management for the CLA's Transport for London (Tfl.) committee, told delegates: "The amount HCVs are charged is something we are considering very carefully."

John Girttridge of the FTA said: We are pleased the Mayor is moving away from a £15 charge. But we still think a zerorating should be considered."
