Which of the following most accurately describes the problem?

AN application by Mr. D. A. J. Roberts, of Newton Abbot, for an A licence for five vehicles came before the Western Licensing Authority Mr. S. W.

Nelson, at Exmouth, last week. The Authority was informed that if the application were granted a contract A licence for two vehicles with Howell Forestry Services would be surrendered, also a B licence for three vehicles with varied conditions.

The application was objected to by British Railways, British Road Services and a number of road operators. It was supported by Mr. B. Howell, managing director of Howell Forestry Services, who required pit props and pulp wood to be carried. He wished to discontinue with the contract licence but would still keep the vehicles occupied.

He was of the opinion that hauliers would only work lone distances if they could get return loads and he was unable to do this. The outward traffic was not sufficient to make the job remunerative. The Authority refused to transfer the three vehicles on B to A as there was on evidence to justify it but, in agreement with the objectors, he would allow solid

fuel to be added to one vehicle. The transfer of the two vehicles on contract A to A with a normal user was granted.
