Which of the following most accurately describes the problem?

THE Western Welsh Omnibus Company, Ltd., havc.warned that they may be forced to cancel all relief buses they provide to carry children to and from school. The company's traffic. manager, Mr. F. H. Pengelly, said last week; "We lose thousands of pounds every year on these services and we are considering whether we can carry on operating them. It is a problem which must be faced up to by education authorities, and possibly by the Government. We cannot he expected to continue to subsidize these services to the extent that we do now."

Mr. Pengelly was commenting on complaints from parents at Llandough, Cardiff, that the service bus carrying children to Cogan School was continually late.

"We are only running this bus at the request of the parents," he added, "and when the service started last year we told them that it could not leave Llandotieh

before 9.10 a.m. This is one of the services on which we lost money, and we certainly wouldn't object if the parents or the education authorities found some other means of transport.
