Which of the following most accurately describes the problem?

Keywords : Walsall, Motorway

I N a reserved decision, the West Midland Traffic Commissioners have granted applications by four companies to introduce new picking-up points on excursions and tours starting from Walsall. The four applicants were Dawsons Motorways, Ltd., Pearsons Motorways, Ltd., Harper Bros. _(Heath Hayes), Ltd., and Glaze Coach Tours, Ltd.

Until May 7 last, all operators in Walsall used common picking-up points and followed standard conditions. But on that date Central Coachways (Walsall), Ltd., were granted new facilities similar to those sought by the four companies.

"Being first in the field may be commendable, arid ancient custom have its merits, but neither are necessarily decisive factors," said the Commissioners. To leave Central Coachvvays in sole possession of the new facilities would result in abstraction of traffic and wasteful competition
