So said Mr John Silbermann, vice-chairman of the RHA, at the Association's Devon and Cornwall area dinner at Torquay.
"In its original form, " he told members, "the Dock Work Bill would have been a disaster for the economy, not merely for a large number of our members.
"It was a blinkered measure which had the look of a desperate act. Admittedly, the dock labour scheme was no longer effective, but it was lunacy to attempt to solve the problems by making them ten times bigger."
