Which of the following most accurately describes the problem?

THE METROPOUTAN Police has designated the whole of London as a civil enforcement area for certain traffic sign offences.

Currently, two thirds of London boroughs carry out civil enforcement, including infringements relating to box junctions, restricted streets, parking outside schools, vehicle prohibitions, banned turns, no entry signs and bus and tram route signs.

The remaining third currently rely on the Metropolitan Police to do this job.

However, a statement from the Met says: "This has been a difficult decision and has come about due to conflicting legal opinion that has been soughtover the past two to three years, and a recent review by the Metropolitan Police Service Counsel, where we have been advised we should not be enforcing where local government can."

Members of the London Councils' Transport and Environment Committee have urged the police to reconsider its position.
