Which of the following most accurately describes the problem?

IT LOOKS like the end of the road for the Road Haulage Association's policy of objecting to 0-licence applications because the applicant apparently has no suitable premises for an operating base.

The Association's licensing committee is expected to recommend that these objections should be dropped when the national council meets on March 31.

The RHA's North Western (Eastern) area was chosen to lodge objections to applications where there did not appear to be suitable premises for an experimental six months period last year. When the North Western LA granted licences in three cases where the RHA had objected on these grounds, the Association appealed to the Transport Tribunal.

The decision on appeal on those three eases went against the Association (CM February 27) and this made the continuation of the policy doubtful.

Now the licensing committee has met and if the national council accept what appears to be an inevitable reconunendation to end the experiment, no more objections will be lodged.
