Which of the following most accurately describes the problem?

ACALL for a clear statement of their policies for roads by the three main political parties was made on Wednesday by the chairman of the British Road Federation, Lord Gosford. Speaking at the Federation's annual meeting in London, he said: "They all talk enthusiaStically of the need for modernization, but this clarion call becomes mere bravado in the absence of a sensible programme for new highways."

Lord Gosford said the Federation's latest report on roads, "Finance and Roads" (published on Wednesday), was a forthright condemnation of the Government's major role in the matter.

He said it was fair to blame successive governments for the chaos in urban areas and it was also fair to expect the Government to begin now a. realistic programme to accommodate the 18m. vehicles that would be in use by 1970.
