Which of the following most accurately describes the problem?

• A Birmingham-based parcels and freight business is looking for up to 60 agents across the country to handle local deliveries and trunking work.

Agents will not be required to put up any money but must meet certain criteria, says Maurice Doyle, director of 1st Express which is setting up the new operation.

"People who apply must have their own 7.5-tonne van at least, with forklift facilities, and they must be prepared to receive freight outside normal hours," says Doyle. "And they must be on, or quickly go on, fax." and running by January next year. The company will supply the vehicles for trunking work, from a fleet of 25 vehicles ranging from Escort vans to 17-tonners. About 50% of the fleet are 7.5-tonners.

The company has been in business since January offering a next-day and three-day service for parcels and freight.

We carry a wide range of goods, including motor parts, print and computer parts, plus a lot of export stuff on its way for shipment," says Doyle.

"Business has been steadily increasing and now we need some help." Turnover in the first year is expected to reach 21.m.

Doyle says he can virtually guarantee to give operators work from day one and in return they will be expected to promote 1st Express. "It'll be a reciprocal agreement — it's not a franchise agreement because we're not charging the operators."
