Mr. G. C. Emslie, Q.c., for Russell,' submitted there was no evidence that the needs of customers could be met by the objectors. The only error the L.A. had made was ih not granting the 12 vehicles. Giving judgment, Mr. 6. D. Squibb said the Tribunal considered the right number of vehicles to be granted was seven. It considered that Mr. Wardlaw had correctly contended that a B licence was the proper licence to grant. in view of what had been said in the Merchandise appeal. The appeals of Road Services (Caledonian) and British Railways would be allowed.
