Which of the following most accurately describes the problem?

not allow sub-contracting for the carriage of cheese, Rice Bros. (Avonmouth). Ltd., Bristol, last week sought the addition of a 5-ton articulated vehicle to their A licence. British Railways and British Road Services objected.

Mr. Dick Barry, a director of Rice Bros., said that in the first three weeks of July, £340 had been paid for hiring. However, Messrs. Matthews and Skailes would not permit sub-contractors for cheese haulage.

Mr. H. T. Conabear, manager of Matthews and Skailes, said they were operating three vehicles of their own. They employed B.R. and B.R.S. for cheese traffic which suited them. The applicants carried only young cheese picked up from dairies in Dorset, Devon and Somerset for delivery to cold stores. He would not allow other operators to be hired because it was necessary for drivers to be experienced in the handling of•that particular traffic.

After hearing the evidence, Mr. A. W. Balite, for the objectors, told Mr. S. W. Nelson, Western 'Licensing Authority, that he would leave the matter in his hands.

Mr. Nelson stated; " I think that is awise decision. The applicants have made out a case, and it is quite clear that the objectors are carrying traffic which is suitable to them, as are the applicants themselves." He granted the application.
