Which of the following most accurately describes the problem?

REFUSING to grant a new B licence on Monday to J. R. M. (Plant) Ltd., Metropolitan deputy LA, Mr. W. G. Levitt, advised the applicant to seek professional assistance in the wording of his application and the presentation of his case.

Mr. J. R. Menhinick, a director of the applicant company, explained that the application was being made in order that full use might be made of the company's existing transport, without fear that the conditions of the company's licence were being broken. Much work was available from the Harlow Development Corporation; this could not be done legally under the existing C licence.

Mr. A. W. Balne, for Pickfords Ltd., one of the six objectors, suggested that the entire fleet of vehicles should have been included in the application as, although some of the vehicles were used entirely by J. R. M. (Plant), others were being used by other companies.

Another deficiency in the application which Mr. Balne pointed out was the fact that one of the trailers sought was described as a drawbar when, in fact, what was required was an articulated trailer.

Mr. Balne suggested to the deputy LA that he should refuse to grant the application as it was not correctly published.

Mr. Levitt did just this and advised the applicant that were he to make a new application after taking professional advice, the outcome of the next hearing might be different
