Which of the following most accurately describes the problem?

• A 42-year-old Fraserburgh owner-driver who was involved in a fatal accident and convicted of falsifying tachograph charts has been banned from driving trucks until he is 70.

Scottish Deputy Traffic Commissioner Richard MacFarlane had already revoked the 0-licence held by George Davidson and his wife Anne, trading as George Davidson Haulage Contractor, for an indefinite period (CM 1 3-1 9 Nov 1997). In February 1996 Davidson's vehicle was involved in a fatal accident on the M6 while carrying fish for Blue Water Shipping. He was subsequently fined £600 at Carlisle Crown Court for driving without due care and attention and falsifying tachograph records (CM 27 Mar-2 April 1997).

In September Davidson was fined £1,400 by Kendal magistrates for falsifying tachograph charts and obstructing a police officer (CM 9-15 Oct 1997).

Finding that Davidson was unfit to hold an LGV driving licence, MacFarlane said he had deliberately gone out of his way to compromise road safety by circumventing the operation of the tachograph at a time when a prosecution was hanging over his head for the events of February 1996.

W en the police said he would be reported, Davidson had replied he was not bothered. That summed it up, said MacFarlane—Davidson was only bothered about himself. Macfarlane said the time had come for the message to be put out to the industry that such activities would not be tolerated.
