Which of the following most accurately describes the problem?

VOLVO's plans to sell articulated B1OM coaches in Britain have finally been laid to rest, and the vehicles have been converted into rigid chassis Two articulated chassis were brought to Britain last year and were to have been bodied by Duple and operated by Park's of Hamilton on its London-Glasgow motorway service. But the Government's move to ban artic coaches from the outside lanes of motorways made them a less practical option for the 400-mile route, and Park's did not take them. Tentative plans to use them elsewhere in Britain came to nothing, and the vehicles have been converted to rigid chassis, and the trailers have been returned to Seeden for use on artic outfits used elsewhere.

According to Volvo, the artics would have been very stable at speed and were designed with the aid of computer technology.
