Which of the following most accurately describes the problem?

THE view that British Road Services were operating too many vehicles for the work concerned and that they were disposing only of unwanted vehicles, was expressed at the annual meeting of the Oxford sub-area of the Road Haulage Association.

Modern vehicles offered for sale were said to be too light for long-distance work, whilst others were often more than 10 and some 20 years old.
