Which of the following most accurately describes the problem?

As is well known, considerable developments have been taking place in the organization of the Commercial Motor Users Association, mainly with a view to close touch being kept with the organization of the Road Transport Board.

The General Committee of the Association will, as from 1st January, be known as the National Council thereof, and it is intended to form in each Division of the Road Transport Board a Divisional Committee of the C.M.U.A., and as each Division of the' Road Transport Board is sub-divided into a number of Areas it is proposed, where it-is thought desirable, also to form corresponding Area committees of the C.M.U.A.

A scheme embodying these proposals has been prepared, and it will come into operation, as 'from 1st January. We give the provisions of the Seheme in extenso, together with a map (based on that which appeared recently in the Handbook of the Road Transport Board) showing the Divisions and their Areas.

(1) The scheme for the establishment of Divisions of the C.M.U.A. by the National Council is based on the .principle of self-government in respect of local affairs.

(2) The Divisions of the C.M.U.A. shall generally correspond in area with the areas of the divisions of the Road Transport Board and the Ministry of Food, and. it is expedient that Area Committees shall be formed within each Division corresponding to the Area Committees of the Road Transport Board and the Ministry of Food.

Formation of..Provisional Divisional Committees.

(3) The National Council may establish Provisional Divisional Committees, pending the completion of local organizations, for a maximum period of twelve months from the date of formation of any such Provisional Committee.

Management. •

(4) The officers of each Division may consist of a. president, vice-president, chairman, vice-chairmen, and honorary treasurer, all of whom shall, subject to the exceptions .in respect of the establishment of Provisional Committees, be elected at the annual general meeting of the members in the division. (5) The Divisional Secretaries shall be appointed by and their remuneration paid by the National Council in consultation with the Divisional Committees respectively under such terms and such conditions as may be mutually arranged between such secretaries and the National Council.

(6) The management of the affairs of divisions sh5.1i be vested in Divisional Committees, which shall consist of the officers of the Division, the chairmen and vice-chairmen of Area Committees in the Division, together with not more than (7) ordinary members. The ordinary-members shall retire annually, but shall be eligible for4re-election. (Note.--It is. suggested that the members of the Divisional and Area Committees of the Road Transport Board who are commercial motor users be, invited to serve on the Divisional and Area Committees of the C.M.U.A. respectively).

• (7) The management of the affairs of local areas shall be vested by the Divisional Committees. in Area, Committees where formed consisting of a chairman, a vice-chairman, a secretary (or hon. secretary), and not more than (?) members. (8) Divisional. Committees shall have F.xecutive powers in connection 'with local matters in their Division and Area where formed Committees shall have Executive powers in connection with local matters in their Areas.

(9) All matters of national importance and of Principle affecting the use of commercial motor vehicles shall be referred by the Divisional Committees to the Natinnal Council for consideration and action.

030 (10) Divisional Committees shall be entitled to nominate representatives to serve on the National Council on the basis of one representative for every 100 members in the Division, with a maximum of six representatives.

Meetings.

(11) Meetings of Divisional Committees and Area Committees shall be held monthly, or at such other intervals as may be directed by the Divisional Committees. (12) A copy of the minutes of `each Divisional Committee shall be circulated, after submission to the Chairman of the Division for his approval, to the members of the Divisional Committee and to the General Secretary of the Asgociation, not later than 10 days after the meeting has been held.

(13) It is desirable that a general meeting of the members of each Division shall be held at least quarterly for the consideration and discussion of matters affecting the interests of members in the Division.

(14) The annual general meeting of the members of each Division shall be held during one of the first three months of each year to elect officers and the Divisional Committee for the ensuing year. (15) Seven days notice shall be given of every meeting.

(16) The quorum at a general meeting shall be 10, at a Divisional Committee meeting 5, and at an Area. Committee meeting 3.

Finance.

(17) The entrance fees and subscriptions of the members in each Division shall be remitted to the General Secretary of the Association as and when due, and the National Council shall make such financial arrangements with each Divisional Committee as may be mutually agreed in relation to the work undertaken by the ls.tational Council, the Divisional Committees, and the Area Committees respectively.
