Which of the following most accurately describes the problem?

• Two independent Hull operators have linked up to take on Kingston upon Hull City Transport (KHCT) and have dubbed their route "Rhubarb and Custard".

Good News Travels and Metro Coaches provide a tenminute service from the city centre to the Bransholme estate using about eight singleand double-deck buses.

Both companies have competed with KHCT before. The Office of Fair Trading was called in last year following GNT's complaints, but gave KHCT a clean bill of health.

At the time, the Traffic Commissioner was also unhappy with GN"1"s maintenance, curtailing its licence to 12 vehicles and preventing it from registering new services.

The new operation is on an existing licence valid for about four journeys a day. Both companies have registered their agreement with the OFT and their buses display the "Rhubarb and Custard" stickers as a marketing gimmick.

Competing out West

• Warners Fairfax, of Tewkesbury, Glos has registered a Tewkesbury to Northway service in competition with existing operator, Cheltenham & Gloucester Omnibus. Warners Fairfax services are due to start on 1 May.

• Leyland Lynxes have taken over from Leyland Nationals on Luton and District Transport's Flyer service linking Luton railway station and Luton airport. Four vehicles are needed for the operation.
