Which of the following most accurately describes the problem?

AThe first Freightliner service to the Continent started last month March) running from London to Harwich and then via Zeebrugge to Continental centres, while a London/Paris service is scheduled to start this month. In May, BR .uitends to begin services between Birmingham and Manchester and Harwich, for Zeebrugge, to supplement a Liverpool-Harwich service previously inaugurated. In addition, services will run from Liverpool, Manchester and Birmingham to Felixstowe for the Continent in about May, and later this year. or early in 1969, these three cities will be Continent-served via Tilbury. There seems a likelihood that BR will be reluctant to permit its own Freightliner containers to circulate on the Continent; whether long-term contract containers will be permitted to do so, or whether they will all have to be customer-owned seems a matter for negotiation between customers and British Railways.
